Why is critical illness required when the normal health insurance covers most hospitalization? is there a need to spend additional on critical illness

They say critical illness covers 20 odd diseases but if someone suffers a heart attack or coma etc normal health insurance also covers the bill then why should we spend more rather than use that money for a higher insurance cover

Please explain. would be very helpful
