How to collect / generate four wheeler database for Motor insurance?

I am working with one of the General Ins. Co. in Delhi. How to collect / generate four wheeler database for the purpose of motor insurance? Please share your experience on this.

Buy database from the car dealers. Or loan companies or bank (if possible).

Try to get HIGH net worth individual database from call centre. But it is very difficult to get leads from these kind of database through cold calling. But anyway try.

This is very old method of cold calling but now most of the dealers have their own Insurance sales person, so converting the leads into business is very difficult. Now customer want price comparision between diferrent insurance companies.
