NSC withdrwal before six years?

I am looking to invest 75,000 for NSC. But I have one doubt, can I take the money with interest for that completed period before completion of 6 years?

PREMATURE ENCASHMENT
Premature encashment of the certificate is not permissible except at a discount in the case of death of the holder(s), forfeiture by a pledgee and when ordered by a court of law.
