My PPF Account will expire in 2013 and I wanted to extend it for next five year and I also want to withdraw the whole interest amount every financial year till maturity time. Can it be possible? If yes please guide me.

Yes it is possible. But the total partial withdrawals during the extended period of five years should not be more than 60% of the total balance in the account during the time the extension was applied.
Whenever you wanted to withdraw use Form C.
