If you invest in any one Post Office, at One Location, Lets say New Delhi, During the time of Maturity you are in Lucknow – You can get the money in Lucknow (Provided you need to deposit the Original NSC Certificate and wait for 7-14 days and show the Original Identity Proof such as Driver License or Passport etc to the Post Office.
It takes more than 15 days, depends on the post office. Mine took one and half month so I would suggest to visit the same post office and encash.
