Total Loss - Why Car IDV value cannot be paid out?

I have a Hyundai Getz 1.1 GVS, 2010 model. The car has been insured for an IDV of 2.14 lacs this year. I met with an accident where the car has to be written off.
The insurance company said to me that complete IDV value cannot be paid out, but that depreciation to the tune of 40% will be taken out and the rest 60% will be paid.

Any help and inputs will be very appreciated.
