KVP - Few Queries?

[CONFUSED]

I have few queries regarding KVP, so that I can invest in KVP -
1- Can I encash my KVP from any Post office in India. For example I have bought KVP from X Post Office and wants to en cash from Y Post Office. Can I do that?

Kisan Vikas Patras are encashable at any Post office before maturity by way of transfer to desired Post office.

2- Can I en cash my KVP prior to maturity date, if yes then what is the process for the same?
