If you are looking for cheapest option - use websites like - insurancemall.in, policybazaar.com etc.

LIC have critical illness rider, if you take any policy from LIC. These policies are served by general insurance companies.

You might want to go for National Varistha plan for your father in which critical illness cover is also provided.
Also there are quite a few senior citizen plans available which you might want to look at.
