Any latest IPO to pick in the current down turn?

In the recent down turn of the stock market, some of the IPOs came down from their issue price - Example -Punjab & Sind, A2Z Maintenance etc. Please guide if we can pick any one from the market and at what price will be good for short to medium term.

Out of the two mentioned above - I would go with Punjab & Sind Bank at around 100-105 Price range.
