Travel Insurance cover would begin on the date of the travel (Only when you travel to foreign country). Not from the issue date of the policy. I think this is your concern.

Single trip insurance cover ends on arrival in the India or on the date shown in your policy, whichever is earlier. Annual Multi-trip policies terminate on the expiry date of the policy.

Master is right. You are covered only when travel to foreign country. Thats why you add your travel details when buy the policy. But this rule doesn't apply to annual and comprehensive policies.
