Why the Home Insurance policy has package coverage like - Bajaj Allianz - Easy Householders Package?
Where we have the sum insured is fixed to 1 lacs, 2 lacs and 4 lacs for fire insurance coverage? Do under and over insurance won't comes into picture in these plans? What should we do to buy correct sum insured?

Try other products from the market. It is the way this product is designed by Bajaj-Allianz. Or buy only fire Insurance cover from them.
You can buy householder's policy from PSU insurers, where you will have to declare individual sum insured for each section.
