Good Suggestion Revolution. But I am against it because to ban some spammer we have to put conditions on all the new users, who actually wants to contribute in the community. So I am happy with the present moderation methods used in the forum.

Vivek - the new joinee cannot post new threads but do all other activities. I don't see if it will create any problem.
