LIC Jeevan Amrit - should I buy before 31 Dec '2013 or after that?

My age is 32 years. I am looking to buy LIC Jeevan Amrit policy. My agent told me to buy this policy before 31 Dec '2013 or should I buy after that. Please also tell me if anyone want to take any LIC policy and he doesn't have birth proof document what document he needs to submit for taking new policy.
