Can he open one PPF account in post office and same time in SBI?

One of my uncle is a retired person and he has few queries on PPF -
1- Can he open one PPF account in post office and same time in SBI?

2- Can he use my son’s PPF account receipt for showing income for till 70 thousand in year?
