Let me know the process of getting the NOC for leaving agency from LICI?

Please let me know the process of getting the NOC for leaving agency from LICI.

I have completed nearly 20 years with LICI but for reason beyond description I want to leave my Agency.
Please oblige this suffering citizen by informing the process for getting NOC from LICI.
