Exam passed.. Agency licence not applied then..Can he apply it now?

One of my friend has passed the agents exam on 09th august 2011 in old syllabus. Due to his personal problems he has not applied for licence. Can he apply it now and can he get the licence now?

Check with the insurance company under whom you had underwent training. On IRDA website there is no such information. There is a penalty of Rs. 100/-, if you don't renew your license on time.

I am not sure but I think you need to apply for license with in 30 days of passing the exam.
