Default When is the 'Tyre Damage' covered under Car Insurance?

As per the rules the Tyre Damage will be covered only when the vehicle is damaged at the same time, when the car is damaged. What would happens in this case, when the tyre is totally damaged, not the car?

Like tyres are damaged due to 'keel' (Hindi), glass and other sharp tyre damaging things on the road. But the car was safe.
